Abdul Karim Telgi was believed to be at the center of the Stamp Paper Scam that was uncovered in 2001. The story had taken the nation by storm and Abdul Karim Telgi was put behind bars the same year. In 2018, a year after Telgi's death, the Nashik sessions court in Maharashtra had acquitted Abdul Karim Telgi and six others in the case in absence of "solid evidence" against them.

Abdul Karim Telgi hailed from Khanapur in Karnataka. His father was an employee working for the Indian Railways, who died when Telgi was just a child. The family, thus, had to rely on selling vegetables, fruit and peanuts to passengers in trains. Telgi completed his schooling from the local Sarvodaya Vidyalaya and pursued a B.Com degree from a college in Belagavi, after which he moved to Mumbai to earn a living. After spending some time in Mumbai, Telgi moved to Saudi Arabia to look for better prospects. He returned to Mumbai and started his 'business' of selling fake stamps and stamp papers.
