Higher education in Armenia is still charactered by the Soviet era. However, a model based on Key Performance Indicators and Performance-based Agreements could help the country move in the direction of quality by setting key targets derived from a national strategy. In order for this to work, three key components have to be present at the same time: a national strategy for higher education, an increase in the budget for higher education and the willingness of the higher education institutions to cooperate in a system where they have to give up a part of their autonomy.
