In the previous video ( https://youtu.be/JcWjDzWuHcc ) as per supreme court constitution Bench ruling in the case of Lalita Kumar vs State of UP (2013), Registration of FIR is mandatory and there is no preliminary inquiry is permissible in such a situation.
