Looking at the previous banners of each lantern rite, every new characters banner was released in phase one. So, xinayun's banner will also be released in first phase, and GaMing will also be on the same banner.

Other than Xianyun, Nahida will get her second rerun in phase one. Nahida's banner was earlier expected to be released in phase two, but now it has been Shifted to phase one. And now, xiao will get his rerun in phase two, along with yae miko.

In version 3.5, not a single character from mondstadt got their banner, even though it was a mondstadt oriented festival, and characters like eula didn't get a rerun in the past one year.
Anyway, chiori is almost confirmed to be released in version 4.5, and she's a five star geo character.

Chiori will get her banner is phase one, and finally Albedo will get his long awaited rerun in 4.5, he will also be featured in phase one.

As for the phase two banners, lyney, shenhe and wriothesley are most likely to get their reruns.
Lyney's banner is 100% confirmed in version 4.5, so if you want him, you better save some primogems. About Wriothesley's banner, he is the perfect candidate for the banner other than neuvillette, who was also released in 4.1.

In version 3.1, two new five star characters, cyno and nilou were released in the same update. And so, one of them, cyno got a banner after 3 patches in 3.5, and nilou got her rerun after 4 patches in version 3.6. And this is why, wriothesley could get a rerun in version 4.5, I'm not mentioning neuvillette because he and furina are made for each other and that's why he might get a rerun with her in 4.6.

Now let's discuss about version 4.6. Arlecchino is confirmed to release in version 4.6, and she'll most likely come in phase two banners. Furina is also confirmed to get her first rerun in 4.6. And the reason is pretty simple, every archon gets a rerun after 3 patches since their release.

Along with furina, neuvillette is expected to get a rerun, both of these characters, furina and neuvillette are expected to come in phase one banners. Version 4.6 will hold a major festival in sumeru, and has major plot related to Alhaitham & nilou. And considering this factor, both of these characters are expected to rerun in one of the two phases. And for the remaining one banner, wanderer will most likely be featured in this update, and the reason is because he's been only rerunned once since his release.

Moving onto 4.7 banners, clorinde will be released in this patch along with sigewinne. Clorinde is confirmed to be a 5 star electro sword character, whereas sigewinne is hydro character.

Nothing else is available on sigewinne yet, but the leaks suggest that sigewinne is a five star character. If this is true, 4.7 is all set to release two new five star characters in one patch.
The expected rerun banners for version 4.7 are Ganyu, itto and shenhe.

And at last, about version 4.8 banners. This patch will not feature any new five star character. According to leaks, only one patch in Fontaine will not feature any new 5 star character and it seems to be 4.8.
All five of the banners, will be rerun banners only. Kazuha, eula, klee, Navia and kokomi are most likely to feature on the banners in this update.
Navia is confirmed to get a rerun in version 4.8. kazuha and klee are the most popular characters for summer banners as we have seen in the past.
During last summer in version 3.8, eula and kokomi both were featured on the banners along with klee, and so it seems that they might be getting another reunion.
