Brown told a business audience in Avondale on Tuesday, the council and its agencies were “top-heavy with overpaid managers who waste money everywhere”. He said he would demand the council-owned Ports of Auckland pay rates and a dividend of $400 million a year – nearly twice its revenue in the past full year, as an early priority. The former chair of several publicly-owned enterprises delivered a 40-minute address rich with judgements on how things should be done, largely in “five big engineering-oriented cost control hits”.
