[Breaking News] China to push North Korea are limited, experts say-the Nikkei Asian Review
----------------------------------------- NEW YORK -- While China and the U.S. play a waiting game, hoping for sanctions pressure to kick in, North Korea has taken the wheel, an American expert on Sino-U.S. relations and Chinese foreign policy said at the Asia Society here Thursday. Speaking at a forum on Chinese-North Korean relations, Michael Swaine, a senior fellow at the Carnegie Endowment for International Peace, suggested that Beijing's balancing act between Washington and Seoul on the one hand -- important partners in trade, among other things -- and longtime ally Pyongyang on the other puts China in a difficult position."The Chinese are in a tough spot in this situation," Swaine said. "I think North Korea still in some ways remains in the driver's seat, in driving the situation."The isolated country's largest trading partner, with shared roots in communist revolution, China has long been seen as the North's closest ally. And China's priorities for the region hardly challenge that assertion, as Beijing seeks to prevent the outbreak of war, a messy regime collapse and the reunification of the Korean Peninsula under a pro-American government with a U.S. military presence, Swaine suggests. Those concerns have kept the Chinese from taking strong measures against the leadership in Pyongyang, which some argue has humiliated them by refusing to meet with visiting officials and timing banned weapons tests to coincide with Chinese summits. China has also resisted U.S. calls for an oil embargo and severing diplomatic and trade relations.
