Most conflicts are prolonged when a strategy is unclear or there is no clear objective. Therefore, it is important to understand how and why strategies become muddled. Strategic empathy, Hoover senior fellow H. R. McMaster explains, is a method of keeping strategies clear and defined, enabling us to understand and prevent wars.
