13News Now got a first look at the changes inside building 2 of the Virginia Beach Municipal Center since the dark tragedy that ended 12 victims' lives.
It's been over 4 years since the mass shooting took place, and now the building is set to reopen with renovations to completely change the look and increase security for returning employees.
