According to Tikanga before pre-European times and prior to 1840, hapu had the right to seek an audience with the Taiopuru, being the Sovereign Head of the United Tribes. Each hapu had an opportunity once a year, to air their grievances, from sunrise to sunset through the Ancient Māori Court. This Māori Court existed long before when the Confederation of Chiefs of the United Tribes of Ko Huiarau first met as a body in 1816.
