Well historically speaking the original Central American countries are only Guatemala, El Salvador, Honduras, Nicaragua and Costa Rica, those five countries were actually twice a country named Central America, but since, they have separated, Panama got its independence later along with Belize and are also considered Central American countries due to them being geographically in the Central American isthmus,so everywhere I go the only countries considered Central America are those seven countries.

Countries like Cuba, Haiti, Dominican Republic, Jamaica, Puerto Rico etc etc are not considered Central America because they have no historic attachment to that word, those are considered Caribbean countries, and they have always identified with that word historically, Mexico is also not part of Central America, they are in North America, well technically speaking Central America is the southern most region of North America so are North Americans as well, but not regionally.

Countries like Guatemala, El Salvador, Honduras, Nicaragua, and Costa Rica are the only ones who have the word Central America on their flag's seal because they were all once united as a single country named the Federal Republic of Central America, Belize and Panama are physically part of the Central American geography so Guatemalans, Salvadorians, Hondurans, Nicaraguans, and Costa Ricans consider Panamanians and Belizeans as Central Americans too, but not Mexicans, Cubans, Dominicans etc.

Central America is not a continent, and I'm not claiming it to be. Many like to point out that these are North American countries, and they are right. For the sake of memorization I like chunking countries into manageable regions. Just like the "East Coast" is known by residents of the United States of America as the eastern Seaboard of that country, "Central America" is a colloquial term and not an "official" region to many people.
