This is your year as a real estate developer! 
Right now, especially in the state of California and Los Angeles area, there are so many different opportunities right now that are worth exploring: 

1. ADU's - These are additional dwelling units that you can add to existing single-family and multifamily properties that can be rented separately from the main home. There have been a bunch of new laws passed in CA to make it easier to build them.

2. Junior ADU's - These are mini versions of ADU's that must be physically attached to the main existing home. 

3. TOC's - Transit-Oriented Communities is the name of an LA city program that allows high density housing near mass transit in exchange for developers providing affordable rental units. These can be used to build development as small as 5 units. And you may also be eligible for parking reductions from the standard 2 parking spaces per unit. Outside of LA these types of zoning allowances are commonly referred to as Transit-Oriented Development. 

4. Opportunity Zones - Investors looking for alternatives to the 1031 Exchange should look into opportunity zones. This is a relatively recent program that allows investors in an area to secure certain tax breaks in exchange for developing in specially designated census tracts. 
No matter how 'big' of a developer you are, the good news in CA at least there are lots of different opportunities for you to explore.
