To hold the brake adjuster on the end, tape is much easier, quicker, and causes fewer problems. But, in most cases you can use adhesive instead of tape. Just be very careful. For example, if you put glue in the brake adjuster and then press it on the housing, you might get glue inside the cable. Instead, put glue on the housing and then press the end onto the housing.

If you need the housing end to face a certain direction, instead of filing the groove all the way around the brake adjuster, just file the groove 3/4 of the way around so it can't rotate.
