Democrats are trying to build a case that Trump sought to withhold military assistance and an Oval Office meeting until Ukraine announced investigations into former vice president Joe Biden and his son. Volker, the former United States special envoy to Ukraine, and Timothy Morrison, a Europe and Russia expert for the National Security Council.

On Wednesday, Nov. 20, Gordon Sondland, the U.S. ambassador to the European Union, David Hale, the undersecretary of state for political affairs, and Laura Cooper, deputy assistant secretary of defense for Russia, Ukraine and Eurasia, testified.
