They seek a pathway for their futures that combines decarbonisation and development – but that will require commitments of finance and technology.
How can policies and actions in high-income countries change to ease the green transition in emerging economies? What is preventing capital from flowing where it is needed most urgently? What local reforms are most pressing for countries to receive capital and investments more easily? How can commitments by the private sector be leveraged better, and how can companies be compelled to place more emphasis on the green over profit? Without effective multilateral action, can plurilateral organisations such as the Commonwealth incubate new and effective international frameworks?
