The Emperor of Mankind is the sovereign of the Imperium of Man, and Father, Guardian, and God of the human race. He has sat immobile within the Golden Throne of Terra for ten thousand years. Although once a living man, his shattered body can no longer support life, and remains intact only by a combination of ancient technology and the sheer force of his will, itself sustained by the soul-sacrifice of countless millions of psykers.

His will is omnipotent, extending across the million worlds that comprise his Imperium. For ten thousand years the Master of Mankind has served humanity, simultaneously carrying out a multitude of tasks vital to its survival. All at once He guides his race through the Emperor's Tarot, soul-binds psykers, holds audiences with his most important servants and directs the Astronomican beacon that guides space vessels through the Warp. His immense psychic powers constantly keep the Chaos Gods in the Warp at bay, preventing their intrusion into the material universe and protecting his people throughout the galaxy.

The Emperor's role as guardian of mankind seems to have been predestined for him. Without the Emperor there would be no Imperium, little space travel, and no protection from the multitude of threats facing mankind. The Emperor knows that to protect his race he must survive as long as necessary for the emerging race of psychic humans to evolve sufficiently.

In the millennia since his ascension to the Golden Throne, the Emperor has become a god to his people, the worship of Him uniting humanity throughout his Imperium, superstition and dogma replacing his doctrine of Imperial Truth.

The Adeptus Custodes, renowned as the Brotherhoood of Demigods, the Golden Legion and a host of other titles, (The Custodian Guard, The Guardians, Watchers of The Throne, The Thousand Companions, The Ten Thousand), but most commonly known as Custodians, are the guardians of the Imperial Palace and the Golden Throne, as well as being the personal bodyguard to the Emperor. Due to the vast size of the Imperial Palace, the Custodes always act as a defensive army. Together with the Sisters of Silence they represented the Talons of the Emperor being the right hand of the Emperor.

For the most part the Custodes themselves never leave Terra, and only rarely leave the Palace. It is the Adeptus Custodes that decide who may enter the throne room of the Emperor, and when. Such is their authority in this matter that Space Marines and Inquisitors must kneel before them. Custodians are the mightiest of mankind's warriors. They are to the Space Marines what those transhuman warriors are to common Guardsmen, an elevated elite whose raw strength and willpower are wholly insurmountable.

The Sisters of Silence, also known as the Anathema Pskyana or Silent Sisterhood, are an ancient, anti-psychic militant order. They are the militant arm of the Adeptus Astra Telepathica during the Great Crusade, and were internally referred to as the organization's Departmento Investigates. Together with the Adeptus Custodes they represented the Talons of the Emperor being the left hand of the Emperor. Fragmenting after the Horus Heresy, they were brought back under Imperial control by Roboute Guilliman in M41. Its ranks consist entirely of Blanks.

Malcador the Sigillite, also known as Malcador the Hero by decree of the Emperor was the First Lord of Terra as well as the Grand Master of Assassins during the Horus Heresy. He was a powerful psyker who could communicate over long distances and wield immense power. He was a close adviser to the Emperor during the Unification Wars, and the man credited with founding the Administratum of Terra.
