Some defined benefit plans are in trouble because of poor investment returns, even with recent market gains. And with the economy still in recovery, funding pension obligations can be difficult. The regulatory environment is restrictive and costly. So some plan administrators are freezing their defined benefit plans and opting for alternative solutions.
