According to the leaks Version 3.8 will feature a new region. But Unlike most other map expansions, this region will remain in the game only for the duration of the event. And it will not be a part of the Golden Apple Archipelago event.
The leaks reveal that there will be Eula and some Fontaine related plots on the islands this time.
Now about the banners, Eula is confirmed to be in version 3.8. The long awaited cryo mommy will finally arrive in 3.8. Eula was previously featured on a banner in version 2.3. And it has been more than a year ever since. 3.8 will also feature mondstadt and fontaine related plots and since both regions are connected, eula getting a rerun completely makes sense.
Before we move on, you should know that 3.7 will feature a festival in inazuma so inazuman characters are expected to get reruns, also no new five star characters will be released until 4.0. So both patches will feature rerun characters only.
Klee is also confirmed to be in version 3.8. Klee will get a summer skin along with kaeya. Klee was first released in 1.0 then she got a rerun in version 1.6 during summer, which was the last patch of version 1 cycle. Then she got another rerun in 2.8, again during summer which was also the last patch of version 2 cycle. So her being in 3.8 which will be released this summer makes more sense. The leakers have also confirmed this info.

The next character is Wanderer. Wanderer will get a rerun in version 3.8 and I'll tell you why. Every new five star character gets a rerun after 3 or 4 patches from their initial release. Since we keep getting more and more new characters with each patch, this gap will increase only or hoyoverse will have to add three banners in each phase, which is expected to happen in fontaine. Wanderer was released in version 3.3. So he is sure to get a rerun in 3.8 if not before.

The next character is Kazuha. I might be wrong with this one. But apparently kazuha release and his rerun both were during summer and with Klee too. He was released in 1.6 with klee rerun banner. Then got a rerun in 2.8 with another klee rerun. That's why he's more likely to get a rerun in 3.8 again with klee during summer. One more thing, i know you guys won't agree but kazuha represents maple leafs.
And Japanese maples often perform better in hot, dry conditions. Yes again I'm referring to summer.
