James Gunn actually wanted Superman to be the technical main villain of the film. The only reason he didn’t go forward with that was because he wasn’t sure if Henry Cavill was still going to be in the DC Extended Universe that his film is set in. At one point, he wasn’t sure if Waller or Thinker would be the big villain either. Ultimately, he went with Starro.
