Public Protector, Advocate Thuli Madonsela says chapter nine institutions cannot be second guessed by anybody.
She was speaking at the Desmond Tutu Peace lecture in Cape Town on Wednesday night.
She was temporarily interrupted by a group wearing t-shirts with the message, 'black first, land first'.
The small group was quickly escorted out of the venue by security guards.
Madonsela later apologised to the audience.... saying the group had earlier been to her office to complain.
