Though it's unclear which heroes will return in Avengers: Secret Wars, information has been revealed about its Phase 6 predecessor, Avengers: The Kang Dynasty, including which characters won't be included. The Kang Dynasty is expected to pit the MCU's new Avengers against Jonathan Majors' Kang the Conqueror and the Council of Kangs, which probably doesn't lend itself to a major cameo-fest, and would perhaps benefit from focusing solely on the Avengers. The Kang Dynasty writer Jeff Loveness revealed that the X-Men (via Phase Zero), the Fantastic Four, and Blade (via Gizmodo) likely won't be included, so it's unlikely that Inhumans such as Black Bolt will be featured too.

In terms of Avengers: Secret Wars, it's difficult to estimate which Marvel characters may or may not be included, as details of the 2027 project are being kept very under wraps. After the MCU's Phase 4, however, many are expecting Elizabeth Olsen's Scarlet Witch to return to the MCU, though the actor herself may have cast doubt on this occurring in Phase 6. During an April 2023 interview on the TODAY show, Olsen revealed that she isn't currently aware of any plans for the Scarlet Witch to return, which means one of the MCU's strongest characters might not actually have a part to play in Avengers: Secret Wars.
