The Waitangi Tribunal is being urged to consider the Maori fishing catch quota model before coming to a conclusion on water rights. Treaty lawyer Kathy Ertel says no one owned fish before the fishing quota model was created. Now the Tribunal are being asked to consider this model as an example of a resolution to the water rights issue.
