2018 became the year for defining the agenda of digital development. The national program “Digital Economy” confirmed the priorities of transforming public administration and developing cross-cutting technologies. Businesses and state corporations adopt strategies of digital transformation, leaders of digital transformation become new players, artificial intelligence is no longer a novelty and is being integrated in all sectors. But issues related to data management and its regulating policies remain unresolved. Regulatory conditions are hostile to experiments with digital technologies. 2019 may become decisive for reaching the trajectory of rapid digital development.
