In accordance with an Executive Order of the President of the Russian Federation, it is necessary to double Russian non-energy exports up to 250 billion USD by 2024. This is a complicated task, but we can already see that it is achievable. It requires detailed implementation of targets at the level of macro-branches, but also clear guidance for each region of Russia. Issues for Discussion: Who shares the biggest burden in the task of increasing export volumes: governors, ministers, or business “captains”? What quantitative changes in the work of developing and exporting support institutions will make it possible to complete the task in such short terms? Who will explain to the local business: where, to whom, how much, how to deliver to the consumers, who will provide loans, who will help with documentation for the product? Or will there just be an abstract answer on “Export Support Measures”?
