A Glance from the Outside: Lim Siong Guan

This year marks IPS' 35th year as a think tank in Singapore. In the spirit of constructive reflection, we asked individuals familiar with the Institute to share their thoughts on our work and growth over the years.

This video features Professor Lim Siong Guan, Professor at the Lee Kuan Yew School of Public Policy and 4th S R Nathan Fellow. He was also appointing governor of IPS from 1999-2005, when he was Singapore’s Head of Civil Service. He speaks on how IPS has changed, being able to tackle a broader range of issues. He also notes IPS’ role in policy formation, and how it offers ideas and data which inform and affirm public policy. Asked about how the Institute could further improve, he suggests that IPS should have more freedom to explore its research more wholly and on critical themes not identified by the government.
