The global flow of climate finance is highly skewed; despite years of promises, it is mostly spent in rich countries and not where it is needed most—in lower and middle-income countries. It is unbalanced in other ways as well: In terms of its debt-to-equity ratio, for example, and in its failure to put resources into adaptation. What are the ways that governments in the emerging world are collaborating with potential investors to accelerate investment flows to underfunded areas? How must the global financial architecture be reconfigured to create greater climate justice between countries? What interlinkage exists between climate justice, access to private transition finance, and the sovereign debt crisis?
