The US intelligence services of the Central Intelligence Agency (CIA), National Security Agency (NSA), Federal Bureau Of Investigation (FBI) and the Defense Intelligence Agency (DIA), all had begun operations, some covert, on Osama Bin Laden and Al Qaeda at various points of time in the 1990's. What we do know from the public record was that the CIA had begun monitoring Bin Laden as he relocated to Khartoum, Sudan in 1991, and according to certain agencies, the NSA began monitoring Bin Laden's satellite phone in 1992, as the FBI were just beginning to hear about Bin Laden in 1995. Which agency had accumulated more data than others? And was this data shared and what data was kept from the others? These are the questions we should be asking.
